The phone recognizes the USB device. The evidence is that Internet tethering works through the USB device connected to the phone.

However, your VH server does not seem to recognize this device. For some reason, only 1000M-supporting devices are not recognized. The devices that have a problem with recognition do not generate a pop-up asking 'Allow VirtualHere to access 'device'?'.

-VHS works normally on devices that do not support 1000M (100M Max).
-VHS does not recognize the device even when the power connection (type-C for phone charging) on ​​the ethernet device is not connected.

It's not virtualhere ignoring it, it is android not passing it through to virtualhere, so virtualhere can see it. 

Anyway the USB-C output on that phone  is USB 2.0 which has nowhere near enough bandwidth to support gigabit, so it's a waste of time trying anything other than 100mbps

Hi Michael. The phone recognizes and works fine with a 1000M device within 100M. If the phone recognizes and works fine with the device, I think it should recognize the VH as well. If not, do you mean that the phone uses the usb ethernet device to itself but does not pass through to the VH?
