License bound to server or client

Hello, I'm planning to purchase the license to be able to use a bluetooth dongle (For ps3 controllers) + microsoft wireless adapter for the xbox one from my living room using the Steam Link
I heard the team link is not powerful enough to drive VirtualHere, since some devices can take a lot of CPU power.

So, my question is:
Is the license bound to the server or the client?

I want to experiment using the steam link as the server, and then try again using my netbook, and probably switch everything to a raspberry pi in the not so distant future.
If I buy a license, will I be able to switch the server+license to each device to test how they work? (Not simultaneously)

IF it's bound to the client. I have win7 right now as the client. Will I be able to use the license if I switch to my Linux partition? (which I also use with the steam link once in a while) . What if I format my pc to install win10, will the license still be valid?
