I've tried to pass USB Token device, and without internet access was unable to do so (using trial VirtualHere).
In log I found these entries:
2017-03-30 09:32:22 INFO :Downloading https://www.virtualhere.com/sites/default/files/usbserver/windows/win64…
2017-03-30 09:32:24 INFO :Downloading https://www.virtualhere.com/sites/default/files/usbserver/windows/win64…
Do VirtualHere Server require internet for operation? Could be some standalone version be obtained (if VH purchased) - we have some servers that should not have internet access.

The virtualhere windows server does download a driver file if it doesnt have one already (there are some built-in). So it does need internet access only once to do this
